PRESENTATION ON NPLA-UNDP PARTNERSHIP SUPPORTING POLICE REFORMS

Inspector General of the National Police Service (NPS), Mr. Douglas Kanja, today, 22 May 2025, received a detailed presentation on the ongoing partnership between the National Police Leadership Academy (NPLA) and the United Nations Development Programme (UNDP). The presentation was delivered by the Commandant of NPLA, Mr. Mathiu Kainga, AIG alongside Dr. Anki Dellnas, UNDP’s Senior Governance Advisor. The partnership project, themed “Supporting Accountable, Effective, and People-Centred Policing in Kenya,” will run from May to December 2025, benefitting a total of 908 officers. It draws guidance from key policy documents, including the NPS Strategic Plan (2023–2027) and the Strategic Framework for the Implementation of Reforms in the National Police Service. A core component of the partnership will focus on improving police professionalism and accountability, achieved through strengthened collaboration with institutions such as the Independent Policing Oversight Authority (IPOA), the Commission on Administrative Justice (CAJ), and the Office of the Director of Public Prosecutions (ODPP). 

In his remarks, IG Kanja expressed strong support for the initiative, noting that it would be instrumental in enhancing police officers’ capacity, strengthening community policing efforts, and supporting strategies to reduce crime and violence. He further highlighted that the NPS Strategic Plan (2023–2027) aligns with UNDP’s police reform approach, which emphasizes transforming the police into a Service that prioritizes community needs, promotes public safety, and upholds human rights. Senior NPS officers present included the Director of Training and Research, Mr. Philip Opiyo, AIG, Director of Police Reforms , Mr. John Kamau, AIG, Director of Corporate Communication/NPS Spokesperson, Mr. Muchiri Nyaga, AIG, Director of Legal Services, Mr. Amos Omuga, AIG, Dean of Studies (NPLA), Ms. Sicily Gatiti, CP, Deputy Director, Directorate of Planning and Administration, Mr. Mwangi Ng'ang'a, CP, PA to the IG, Mr. James Murithi, SSP, and In-Charge of ICT (NPLA), Mr. William Ngata, SP.
